Anyway, once you've left the castle, you will see luigi's cap.
If you run after it, it will run away from you, then disappear!
Instead, go back into the castle. Via the submarine level exit. Make sure you do it backwards whilst the water is still up, and you will appear in the submarine place. Except it's a desert.

There is a fire flower.  Pick it up and the desert will turn into tundra.  Do not be concerned.  You will need the flower to combat the Ice Bbombs later in this stage, and if you do not pick it up you will not be able to play as Luigi (see the 'Toad is in another Castle' cheat for what you should do if you do not pick up the flower).  Press down three times after collecting the flower before continuing.
