Goblins are the same size as dwarfs, so if you mod the goblin's entity file to include battleaxes, the should be able to use them with no problem. Entity file changes usually won't take effect until you make a new world, though.

I'm not sure what this size business is all about.  I've had size 6 modraces using greataxes to cut down trees.  Halberds too, when I made them use the axe skill but no other changes.  The size to use and two-handed tags seem completely ineffective if you let the race have the weapon in the entitiy file.
