Infantry Corps
The militia was hastily scrambled together from the first people we saw after the breach with the first weapons we could find. This won't do. We need to create a proper infantry division to compete with the new way of battle.

Equipped largely with carbines for close-quarters combat with enemy infantry where our other assets can't make enough of a difference as well as for personal defense, their main piece of equipment is the Grapple Launcher -- a much smaller (and much weaker) and cheaper version of the Harken Launcher Array we already have. A soldier's grapple launcher can be fired at enemy vehicles (and most importantly, mechs); then the soldier can either whisk themselves to wherever they grappled (we recommend making sure there's nothing in the way first) or collaborate with other Grapple Launcher-equipped infantry to immobilize or bring down enemy assets. Surface-to-air missile launchers can be and are utilized as well, though the Grapple Launcher is expected to be the number one piece of equipment.

The Infantry Corps is trained via new training facilities to make the best use of their Grapple Launchers as well as skirmishing tactics, quickly moving with their grapples (and just running) to get an advantage on infantry or other enemy assets too small to be properly grappled. They're taught how to do the most damage to mechs & other vehicles while on them and using their Grapple to stay latched onto them, or how to bring them down via multiple Grapple Launchers.
In order to allow for greater mobility, their armor and kit is fairly light. They should be avoiding getting shot at rather than fighting through getting shot at. They just have some other standard infantry gear and miscellaneous cheap tools/weapons to help damage enemy assets up-close.


TL;DR: We need infantry that can make a difference where mechs can involved. Luckily for us, we already have tech -- the Harken Launcher Array -- that we can derive from to accomplish this in a cheap (and cool) way.

(yeah no way this'll go well, I'll give you a so bad its kinda good thing though.)
We were able to develop a cheap and effective design for both carbines and grappling hooks. And we were able to find a source for SAMs. Unfortunately we outsourced the production to some shady companies.
Due to that everything else went wrong, due to clerical error and rampant corruption a bunch of gangs stole all the weapons, and the blueprints. The grappling hooks have become a common thing on the black market after being reverse engineered, and the carbines are now used by the mafia. We are now having to distribute grappling hooks to the police forces to counter. Oh, and now the city's gangs have SAM launchers... F*ck. The mafia in question run a "protection" service (read, racketeering op)
Anyone who is under the mafia gets a set of dudes sent to their place, if they pay up, they'll protect the place from rival gangs, if not... After that taste of cutting edge military tech, their hungry for more, maybe not enough to go legitimate, but anything you can give them in terms of military grade gear will be worth more than it's weight in 1000 dollar bills.  1 funding and 1 industrial capacity spent.

The Mafia getting access to military grade hardware is definitely a problem for us, but with the right combination of money and more military grade hardware. They can be made the enemies problem as well. We'll set up some deals with various mafia dons to send us some of their boys to act as spec ops units, their various honor codes giving them much greater morale than our militia and the vast skill difference clearly shown by their break in.

I guess? That being said, SpecOps are the natural enemy of a Mech due to a Mech needing downtime for various maintenance needs so... Not as bad as it sounds.

As it turns out, the mafia will happily help us out, on the relatively cheap. All we have to do is provide the tools they want for the mission. They may not be the most trustworthy troops of all time, but they get the job done.

New unit
Mafia illicit ops squad
A group of hired mafia members armed with grappling hooks, SAM launchers, and advanced rifles. Along with a slew of other gadgets that make them excellent for getting into and out of places stealthily. They are also adept at guerrilla warfare, especially when defending urban areas.
Cost: 1 funding, 1 industrial capacity.
