Myth will bring procgen ethics.
If it comes in the second arc, then that's probably after starting scenarios.

There's nothing wrong with the suggestion itself, except that it's inevitably already planned. Like suggesting elf forts should be able to eat sapient creatures.
PC ganer interview, Toady was all for continuing with more Mythgen after the first release. We'll see though. A lot could happen during the Big Wait.
I hope the development does not get derailed before the myth release.

If by derailed you mean 'Toady gets distracted for 6 months by a strange mood - is screaming "I must have half-elves!", then yeah, that's pretty likely.

Toady isn't likely to prioritize modded civs over other features.
