What does the [SKULKING] tag do for entities?

I don't quite understand the explanation on the Wiki?

"This makes the severity of attacks depend on the extent of item/baby thievery rather than the passage of time. Designed to go with ITEM_THIEF, may or may not work with BABYSNATCHER."

Like kobolds. At first, it's a lone thief. Then if he steals lots of stuff, there will be a group of thieves. Then if they steal something, an actual siege appears.

It protects the civ from worldgen wars, among its other effects.

Yes. But it's rare and you have to actively try.

Like, do [SKULKING] civs never have wars in worldgen?
Quick look at Legends shows that it won't prevent civs from going to war with them. Haven't any examples of them declaring war right in this current world. Will keep an eye out for it.

One crucial function is that SKULKING civs are invisible on embark, and can be embarked on top of... though that latter bit may be a function of Caves.

That's a function of caves. SKULKING civs in towns and forest retreats are shown on the map and appear as neighbors when you choose your embark site.

I thought SULKING only effected ambushes, thieves/snachers, and sieges. In regards to wording. However it might flip the trigger for them to show up in more force with thievery but that could be an effect of ITEM_THIEF

Skulking civs do not start wars.
In worldgen.
Since kobold sieges were mentioned (never seen one myself), I guess the rule doesn't apply to player fortresses. You can provoke them into war through raiding too (haven't tried much, so haven't actually experienced a skulker siege yet, but cuv map certainly says 'war' after a couple of violent raids).
