In the event that they're built into the level, here is my action, which will wrap us up if it's valid.

Nope, that would wrap us up, after having 5 build actions left, we spent 3 of them on building up 2 layers of habs over the maintenance facility, and one added to the pillar. And then I wrapped things up with the Flare Stack. Remember that someone spent their turn on one Reform and one Build Action, which is why we had an odd number of Actions

I though the other slums fell down because they were uninhabited, not because they were slums.

We really need to develop a simple "slum refurbish" tech so we can build on both occupied and unoccupied slums in the future to strengthen them if needed.

Uninhabited slums have a structural integrity of 1. Which means they basically tolerate one building above them before they start rolling for collapses. Thats why the whole bunch of htem collapsed.

Also yes the Flare Stack is correctly placed. They are placed by level and do not occupy any space, so to say.

Another question, can a sufficiently sturdy building stop a collapse? Or will a collapse punch straight through to the bottom of the spire no matter what?

nah a collapse works basically as such.

Lets assume we have this setup:

lets say the second to the top Slum turns into a Ruin, immediately afterwards it recieves a test on its structural integrity. If it fails it collapses. Naturally the topmost slum can do nothing about it and also collapses.
The third highest slum hwoever rolls normally for structural integrity whether it is ripped down in the cascade or not. Usually just because two slums are above it it would not have a structural integrity test but since the two above collapsed the test is forced on it.
If it fails too we go down to the Hab-Block. Same rules apply. Structural integrity test. If it succeeds, the collapse will be halted and the three above slums will congeal into ruins. If it fails the collapse will continue.
For each block an extra structural integrity test is done.
The only things that are truly screwed are those sitting above unstable constructions.

I believe at this point it is Ghazkull actually making the update. (Unless it isn't?)

Also, that means Arcologys are not rated for orbital insertion?... Well there goes an amusing image in my head..
