I've already done two actions, but I'll give some suggestions for what to do next.

We currently have 5 farms, producing enough food for 1 million people. We are going to have to feed 1.3 million people this turn, so we need to build two more farms.

We have enough homes for 400 thousand people. We still need to find space for 0.9 million. To do that we'd need to build 18 hab blocks. As it stands, we're going to gain 90 blocks of slums. Each hab block we build will reduce that by 5.

Thus I personally think we should build two farms, one on each substack at level 5, then three more hab blocks to futilely lift the arcology a few levels up before it gets buried under 20 levels of slum.

Didn't Ghaz say that we could Flare Stack the Slums as they were being built? We just have to be sure that there's one right under the Arcology. Blame faulty wiring or something. Either way, it solves both the buried in Slums issue, and the not enough food one.. Sure it's horrible, but Ghaz wanted Grimderp so he gets Grimderp. (No offense Ghaz, but even you have to admit that the Bureaucracy was asking the impossible from us here)

Well no one expects you to get rid of the Slums or to house everyone. The bureaucracy is just shoving refugees down your throat because they have nowhere else to go and so far you did an admirable job of handling them.

There's no need for more farms. There isn't a snowball's chance in hell that all of the refugees will survive- the massive stack of slums is gonna collapse and kill most of the people living in them, so who cares if a few starve before being crushed to death?

You have a point, and if we build five habs now then we'll be at 76% fed (assuming no collapses), which is actually better than our current rating of 66% fed.

Yes, well, I'd have preferred to grow the central Hab Pole more, but I suppose shielding the Maintenance Hub is a good idea, if it breaks it basically turns into Slums...

Actually, a question about the Utilities, are they built into the levels themselves (like say being built into the crawlspaces or bolted to the outside), or do they take up the level themselves? As I think I realized I was making assumptions here. So clarifications are needed Ghazkull.
Confusion caused mostly because they did not have a letter marked for them, it wasn't Venting, it was just Venting.
