 Which part? The generals getting the ability to focus(to a minor degree) how well engineers do or industrial production?

 Mostly because how fast something can get built and used in combat is almost always more important than how well it does in said combat. Its not necessary, per say, but its a major, major thing.

I am... tentatively game to take over, tho I would definitely add in something to represent getting gear taking time, probably something the generals could also use to help out the engineers in various ways.
If you want to go for that, how about introducing a "Gearing Up" tag? Essentially a "complex" tag which represents refocusing and training your means of production, it increases expense but is reduced automatically.
