Martial law was declared. Long stored insignia were brought out as the army reasserts itself as the army. Non-essential trades are told to cough up enough workers and production capacity to fill in the gaps.

Alas, this also does not end well from the very minute its declared. Years of peaceful coexistence sapped the will of the army to fight. Mutinies are reported everywhere, with some soldiers switching sides almost immediately. The most loyal troops acted as military police, and while they are successful in restoring order at the most crucial industries, there are only so many of them.

What was only a threat yesterday becomes the The great strike today. Factories are now working at half capacity, meaning that work will only progress half as fast as planned. On the other hand, to handle the crisis, you are now meeting with your superiors more frequently.

In other news, There are similar disturbances in the world. Though it would be absurd to classify this as good news now.

Late Summer 2049, Estimated Completion: Late Summer 2050

There is no end to the strike. What will you do?

A Plead the workers to go back to work.
B Plead the workers to go back to work, and reserve some space for some of the workers who do want to work.
C Incentivise soldiers to stick to their job by promising them a higher chance than commoners for space.
D Import foreigners to take their place by promising them a chance for space.
E We wait for one half season and see what happens.

There is not enough space for all the hundreds of thousands (if not millions) of workers we need to complete the project. There is space for a few thousand loyal soldiers, though- and a thousand loyal soldiers means ten thousand working workers. And we don't even need to promise them a spot, just a better chance for one. We could convert hundreds of thousands of soldiers at the cost of only ten thousand berths.
Or something. I dunno, maybe that's getting a little despotic. Perhaps a heartfelt plea for unity would work?
...nah.

C You tell the Prime Minister to authorize soldiers to open fire at anyone who disobeyed work orders - and deserters.
D Import foreigners to take their place by promising them a chance for space.
E You reserve space only for those who are working on the spaceship. There is still a lottery to be done though.
F We wait for one half season and see what happens.

E, with a bit of a caveat.

When/If we get to our new planet, there is a potential for those among the strikers to be selected through pure luck of the lottery. Therefore, I propose that those among the strikers are actually disqualified from the lottery from their act of disobedience.

Okay, so, despotism is not working. I don't think tripling down on martial law by authorising gunfire is going to help at this point. I guess all we can do is pray that pleading works. And if it doesn't, well, how bad can the apocalypse be, right?

Just like in any labour dispute, the best, if not the most controversial, way to solve it is by deliberately treating some of the labour better than the others. In the past, they may have a family and can be easily enticed as they are the sole breadwinner; this time, they gleely return to work because they actually have a chance to live.
The factories are filled soon; some of them have to even turn away workers who have been agitators in the past, or who were late when reporting back to work.

Congratulations! You have solved the labour crisis... for the moment.


Late Autumn 2049, Estimated Completion: Early Autumn 2050

The Great Huge Republic of the Atlantic is always Great. And Huge. But this time it has some big problems. And this is not going to work. Its going to fail bigly.

Refugees. What has been seen as a refugee importer is now suddenly becoming an exporter, as the global crisis worsens. It looks like that there are minor criminals, drug addicts, bible thumpers, and bona fide political refugees. As we do have a land border with them that is not lined by THAT wall, all sorts of people can just hike over it for refuge.

In response, the nationalists have organized the "Movement for a Pure Empire", which calls for expulsion of all refugees, plus anyone who do not receive the imperial pronunciation fully except those who are irreplaceable. Practically, that means those no on "Empire Proper" will be dumped somewhere else in the world.

A Open borders, with incentives.
B Just Open borders but we don't care to integrate them into our society or we are going to carry them in space, given our constraints.
C Only bona fide political refugees are allowed in. Return everyone else. Nor we are going to let them on the ships anyway.
D Sorry the border is now closed.
E For a Pure and Red Empire!
