The Reformed Empire of the Rising Sun, or in short the Empire, is a product of geopolitical necessity. As the Great Eastern People's Republic increasingly looked for external solutions to their numerous internal problems, the many states on its periphery was increasingly drawn, or forced to cooperate with each other. Under the banner of the Empire of Rising sun, the second, or the Reformed of the Rising sun was formed as the amalgamation of the three major states and some other city-states in the region.
Five years ago, after some Congressional wrangling and a mock rebellion, the Republic of the Atlantic finally parted with some of its most rebellious Western States. In the words of the president, it is for the Republic to be greater and huger. With the end of Earth looming, these newly independent states have reluctantly joined the Empire for protection and a future.
The Empire have cutting edge technology in Robotics, energy storage, semiconductors, and more recently software development thanks to tons of software engineers fleeing prosecution of the Republic of the Atlantic. Sometimes they are, however, too cutting edge. With a multiracial populace, the Empire finally know how to be inclusive, and has gone very far from its xenophobic past. However they are a very fragile union, even worse than The Union of many many Republics and Kingdoms. If people find the empire more threatening - which it was just more than a century ago, they would be the most happy to undermine the Empire in service to the People's Republic, the Republic of the Atlantic, or even The Northern Empire.
