moon trolls fall under the still a Family member aspect of who you should or shouldn't murder.
like moon trolls are formal humans morphed into a beast that can still talk and communicate.
so they fall under the sentient list.

If it's an enemy of the civ, members of that civ will consider it a service. I don't know about this version, but sometimes spouses lived in town for up to centuries without committing any crimes. They just weren't considered night creatures or beasts, so attacking first and killing would be considered murder. It looks like now they behave appropriately over the years, instead of living a lifetime of pacifism and then discrepantly attacking you on arrival.
