Werebeast attacks and undead attacks don’t really have a population or wealth trigger, so you can have them occur pretty much immediately.

The best you can do is isolate the werebeasts from the rest of the population, at least during the full moon. They don’t seem to need to eat or drink, and (please confirm) unlike vampires, they don’t get alcohol withdrawal.

AFAIK werebeasts do still get alcohol withdrawal like normal dwarves, it's just that unlike vampires, they will continue to eat and drink if food/booze/water is available. They just don't die of thirst/hunger due to transformations resetting the thirst/hunger counters, even if you wall them in cask of amontillado-style.

The best use for regular, non-bugged werecreatures is keeping them for lastresort healthcare for your permanently crippled dwarves, since the transformation will regrow limbs and even heal spinal injuries AFAIK. Then you can equip a werebeast squad, lock them in a room with some beds and a chest or weapon/armor rack to define a barracks out of, and have them train for the rest of their natural lives. If they break the furniture, they'll just have to sleep on the floor until you notice and they install it back. Maybe if you install only unbreakable artifact furniture... Dumping/minecarting (with no foot access) booze in for them is recommended to avoid booze withdrawal slowdown, but food is completely optional, only being useful for good thoughts. Which are unnecessary if they're already giddy from artifact furniture or if you use a puppy fountain to toughen them up psychologically.

All that being said, yea, yours is bugged if it's not responding to commands but showing up as friendly (and used to be a member of your fort). Kill it somehow.
