From my experience with forum-based and email-based Nomics, I'd say I prefer by email.

Also, the proposet ruleset does not specify how long voting should last, how many votes are needed to pass a Rule or Amendment, etc. In Nomics, you cannot assume anything: everything has to be explicitely defined or else you might end up fighting about the meaning of words endlessly.

The last time I played nomic we started with just two rules:
1: 'All players must agree to any changes to the game.'
2: 'Only the people present in the room at the start of this game are concidered players'

It worked surprisingly well. Except that the number of rules that involved booze became quite numerous and the game kind of flipped out after a few hours.  

For play over the internet this probably won't work very well though, but for four semi-insane geeks in a room full with beer it's quite hillarious though.

Yeah, mine was more for people nearby and sitting at a table.

Some friends and I were going to start one of those until some had to move.

I need to look at the Agora ruleset yet, but it sounds interesting.

Mine were more of a starting rough draft for a ruleset, I figured they'd get modified before we started.
