What do you mean with delay? The last version of Spelunky on PC was released in December 2009, they used 2.5 years for porting and enhancing it to XBLA and another year for porting it back to PC (and to Vita and PS3). That's not too bad for a two-man team.
And their catalogue consists of Spelunky, it's the only game by Mossmouth. I doubt that they already forgot about it.
I confess I don't know much about how XBLA works, but I was talking about Microsoft. I was thinking the decision for the XBLA remake to be ported to PC belongs to them.
The way it would have worked is the developer of Spelunky was approached/approached Microsoft with his new version of Spelunky, and he would have signed a contract that included a timed-exclusive clause. The tradeoff he got was that Spelunky was a 'Summer of Arcade" release, which is really the only space XBLA titles can really be successful, and it was. He legally had to wait to release it back on PC. This is not anything new. A lot of XBLA and PSN titles get timed-exclusive status (usually around six months).

I know it's unrealistic, but I can't help but imagine little bearded babies for dwarves. In my mind, they come out of the womb fully bearded. That's how the mother carries them around, too, she just drags them around by the beard or ties it to her belt. When the father's on duty, he just ties their beards together and the baby just kind of hangs there, swinging to and fro with Urist McDaddy's movements.
