I'm trying to go up a level from inside my fortress to the hillside above it.  I have already gone one level up and down from ground level and have dug and developed these three levels, so I know how to place staircases.  But when I try to place them here, they don't get placed.  Is the problem that I am trying to build them on silt clay loam?  Or is it just that they would lead above ground?  Any ideas?  I have tried both staircases and ramps.

It's because you're trying to CARVE them out of the mountainside using the [D]esignate menu, except there's no mountainside where you're trying it... instead, go to the uild menu, then [C] Wall/Floor/Stairs, then

Aha, good point, thanks.  Second question: I built a farm plot out on the clay outside the mountain, but it says I can't plant anything there in any season.  I have loads of plump helmet seeds - why can't I plant them?  Is it because it's outside, or because of the material the farm is built on?

Outside farms require outside seeds like bloated tubers and pickleberries.

I have prickle berry seeds as well, but it won't let me plant those either...  I guess I'll have to try to farm inside?

With outdoor farming, if you place the farm plot on the mountain biome, I think it might stop you from planting (notifying you is on to-do...).  Try it in the lower areas of the map that aren't the mountain biome, if that's the problem.

It is in a lower area.  I guess it might be technically in the mountain biome, but it is on ground level, outside.

The usual indicators for the mountain biome are no grass and elevation (on the right) >= 150, but it can occasionally violate those.
