I would say there shouldn't.  That's a distinction for the player to make, it's a meta-game difference as to what equipment you give them and how you order them.  Perhaps in the army arc you'll be able to pay soldiers based on an arbitrary system you decide, but that will still be player-mandated.

pay soldiers

What, is an early death and an unmarked grave not good enough for them? It's better than most dwarves get.

Ungrateful little gits.

Ofcourse, they wouldn't object to having tables and chairs in their room either.

They wouldn't exactly complain.. But they wouldn't get the 'dined in a legendary dining room' thought when they dine in their private dining room, unless it is pimped up like a central dining hall.
I'm guessing you could solve this problem by building Happiness Chambers near a legendary dining room and making the chambers and the dining room part of a special "happy" warren. Assign unhappy individuals to both a bedroom and the warren, take them off most duties, let them "happy up", then return them to the regular populace.

!!Happy Soldiers!!

To avoid activation/deactivation thoughts, ensure they have at least one rank in both a civilian and military skill.
Civvie - Pump Op.
Military - Marksdwarf - Have em shoot prisoners from the arena balcony

Only Great {Rank 11} and above should be patrolling! Their great skill immunizes them to the negative long patrol thought IIRC

For A Minimal Moral Support Kit Give them:
  • A 3x3-5x5 room with a bed,cabinets, coffers etc. Use pref. materials where applicable. Smooth Walls please
  • Make sure all dining rooms are legendary. Use a 14x7 or w/e, smooth and use decent furniture.
  • Quality booze and roasts near barracks
  • Put artifacts in the rax as well as the dining rooms the soldiers frequent. If you have a surplus put some in the common hallways.
  • Put a zoo cage in a hallway if thats your thing.
Congratz you have now gained:
  • Slept in a ___ Bedroom
  • Ate in a ___ Dining Room
  • Had a ___ Drink
  • Ate a ___ Meal
  • Admired a ___ ____

If your soldiers are well on the way to becoming sociopathic killing machines nothing short of friend, pet, and familial deaths will bring you down. {Orphans only need apply}

Btw, You should be training all nonessential civilians in marksdwarf. Give them castoff armor and xbows to help repel the goblin menace. They'll skill up during their first siege then keep 1 training so they stay loaded up. Plus processors, haulers, etc are cheap and easily replaced anyway long as you keep 1 legend on hand to keep things rolling.

Why couldn't Toady just say "conscripted"?  It's more era-appropriate even!
'conscripted' brings to mind riflemen and later. Perhaps because of Civilization III and Red Alert 2, but eh. Levied, perhaps.

I thought
draft = conscription but also
draft = unwanted air flow and also
draught = unwanted air flow yet also
draught = a type of heavy animal used for pulling but also
draught = drinks drawn from tap.

And draughts is a game played on a checkered game board!
And agreements are drafted!
