Avoiding raids while training action squad

I keep trying to train up my action squad, but they end up getting so much heat that no matter how often they rotate safe houses, the heat keeps increasing too fast and inevitably they get raided by the cops and it either ends in a messy shootout where I loose everyone or they all end up in prison for sixty billion years.  If I give them all AK-47s they can sometimes escape with a few survivors, but the heat problem remains and they get raided yet again.  Sometimes the cops raid empty safehouses, which resets the heat percent, but it still builds up so fast raids again become inevitable.  Any tips on how to train up an action squad without provoking so much heat/raids/sieges?  Is the only solution to get sleepers in the police station and dance around the raids using their warnings?  Of course then I'll just end up under siege and twice as doomed.  Should I just get lots of sleeper judges, surrender to raids, and hope they can get my squad out of rap sheets that include loads and loads of murders?

High level sleepers are just fantastic in general, I have found judges to be absolutely priceless. What are you doing that is provoking so much heat? And what do you mean by training up an action squad? In my experience, a lot of training can be done legally, thereby generating no heat.

Also, when you are besieged, having a fully upgraded compound and then waiting for the enemy to break in can be extremely effective against early game opposition. Your traps will maim most of them, and then the healthy ones flee after you mercy-kill their dying comrades. Net gain of arms and armor.

By action squad I mean a squad with high skills in weapons/security/sneak/disguise/dodge and such.  Also, I want to get some 500 juice members, and the only way to do this seems to be mess with the nuclear reactor (hard to do with low skill squads without getting nailed by the cops after leaving) or just murder the heck out of every conservative you see, which is what I end up doing, or trying to.  If I could get just one high level fighter at least he could teach up the rest, but the survival rate is so low they virtually never get that good at anything before they die.   

Looks like loads of high level sleeper judges, lawyer & cops it is.  Thanks for the siege tip, I usually try to escape, next time I'll fortify and load up on food and see what they do.

Is there any legal way to train the firearm skills?

You should only need one judge and lawyer in the latest release, I believe -- for awhile, each one of these types had a chance of being available, but I think the fact that you have them is more important than how many you have. Requiring you to have six judges for consistent results is not really any more fun than getting one and having consistency, it's just more work.

There isn't a legal way to train firearm skills in the current release, but Deon's mod includes a firing range that I'm folding back into the game for next release.

Make sure you're training Dodge.  It's a lifesaver, and you can legally train it in the official release.

I'd suggest trying Deon's mod, training firearms is a lot easier than learning "in the field".

Always have a flag up on your compounds: it gives about 20% secrecy. Also have a business front in place. More secrecy is always better.

You can train firearms by having liberals teach each other, actually. Of course this requires at least one guy with high firearms to begin with.

Shooting the CCS doesn't add to your rap sheet. You can practice on them. Of course, they do tend to be pretty tough.

1.  Recruit some athletes/supermutants/anyone with high agility and health (couple/all with first aid)
2. Build up juice to about 50
2.5  Move your murder squad into your fully kitted out base (traps are a must) and equip them with bodyarmor you have made
3.  Build dodge up to about 3 or 4 (legit or by punching teenagers once then just standing there)
4.  Get in ALOT of fistfights with unarmed conservatives, dodge for a bit, then punch them to death  (Builds dodge and juice nicely)
5.  Piece Now.  Guns, ones that you wont be without from now on, AKs, M16s, you get the idea.
6.  Nail the radio station and tv station in armed murder sprees, it will be rednecks and rubes rather than cops, lvl up them gun skillz
7.  Hit the crackhouse etc next (gangers are more dangerous than hicks imo)
8.  By now everybody should be about 500 juice and if they started with 9+ agility, fast as hell, start hitting whatever the hell you want, slaughtering conservatives to lvl up your gun skills, upgrade to police>swat>army armor as possible,
9.  You are now gonna get raided.  Fight and let the enemies get hit by the traps, then kill em, you should be able to take 3 swat without taking a hit at this stage, eventually they will back off and you will have about 20 armor and guns.
10. Profit.

I try for 8 killers so they can be rotated out to the hospital if they get smashed up, you can also keep a few sweatshop workers (for fixing all the stuff your murder squad will loot), a Doctor, and maybe some Hackers (the hackers build alot of heat) in the base with them.  Arm (shotties for pref) and armor them, they can take potshots from beyond the 6 onscreen during raids, get one of your killers to train them in downtime for bonuses.

I like to keep a degree of secrecy while building up my A-team.

Starting off, you play the game low-key, building up as much money and high-skilled recruits as you can, you build up your hit squads legally, then having them hack networks to get their juice to 200. Once they are "Urban Commandos" just have them wait around naked at the police station, beat the reletively weak hacking charges at their trials, then they will have no heat on them.

Then they are free to train up and max-out their skills untill they are ready to begin thier daily attacks on conservative strongholds and the game is pretty straight forward from then on out.

Fixed that for you, good plan otherwise.

When trying to flee the rednecks and rubes, they tend to swarm, but most don't have firearms.  So by raiding the radio station and tv station in a vehicle, most of your enemies will be unable to attack you when fleeing afterwards.  Free target practice!

It sounds like he's not saying to run away instead of fight. Rather, if you drive a car you don't risk being swamped by pitchforks when fighting in the car chase. On foot you may be better off running away when the 12-15 rednecks show up, since the sheer numbers can make up for your first strike capacity.
