Lets go for stealth mode for now, we have a loong time to do the biting and slashing aswell. Maybee we should eat the wife, and get some neat mutate points, evolve, and then go out and hack and slash? Everyone wins!

The govermrnt will probably quartine those that we bite if we do it willy nilly. We need to have subetly and tact.

No, no. Look, they let the guard go. If we give him a bit of speed and strength, and have him just bite as many people as possible, as suggested- or possibly just make out with them- we can get a larger group to work with. Sure, they might attempt a quarantine, but they won't be expecting anything serious. If we mutate further we should be able to find some way around their attempts quite easily.

I vote for the bite&move policy. I'd say two points in strength and three in speed, so that the guy can at the very least jog around and get a bite in on people who aren't expecting it.

a bit of meta gaming: the GM won't kill us right away because we choose one way or another.
They didn't care for the guard, there is little chance that they care if we rampage. Plus, who give a shit about the dogs? and how will they, even in the worst case, find ALL the dogs? 2 strenght, 3 speed, and in six days we'll have an army.

Then it can begun.

you see, one reason usually zombie plagues "live on" is that instead of alerting the population by saying "ZOMBIE PLAGUE IF IT BITES COME GET KILLED", they try to solve it in silence.
so you see the point:
to other we are not a zombie plague. we are a madmen who bit them.
or scratched them.
or assaulted them.
and while certainly we will bew linked and probably shot dead by the police or by our former agents, they won't be able to do much, because being it a "secret government project" they can't actually shoot stuff right off the bat.
sure, for extra point we could try and bite an ambassador from a foreign country.

How about this. Bite the dog and let it spread though the dog, though the dog escapes. Have the man then go on a rampage against his family. If we get lucky, not only do we have a carrier outside the house, but, we have carriers inside too. at least three, since he said wife and kids. If we get a bad roll,  we have the dog which can spread the plagues. Even better, the man gets Baker Acted, bites more than just his wife and family, and we have a food source wen we up the strength/intelligence of the zombie. But, for that last part to work, you would have to wait until you are in a hospital/mental facility/jail.
