Its not wise to kill everyone for realy minor changes. were a deamon for peats sake, not some holy warrior caste of perfection.
Just get the population up. Only time we should use Eugenics is to screw around with another country/people.

culling based on physical abnormalities no... but we should begin a testing program to weed out those who are mentally unfit and have them slated for ghoulhood. this testing should also help us find those with a gift for magic so we can send them to CFM for schooling.
