It seems like I have two dwarves on one tile I designated as the clay zone, collecting clay, at the same time. Is that normal? How many dwarves can use the same tile to collect clay at one time? What about sand?

Assuming you have at least two kilns with clay collection jobs, that's perfectly normal. In fact, it seems like dwarves use only the northwesternmost tile of most zones if they can help it, and that includes collection zones. Any number of collectors can collect from one tile simultaneously.

You could practically have one dwarf harvesting clay for every kiln on the same tile
