So you are from Portugal.
While Philip III, or more accurately referred to as Filipe II of Portugal is sovereign of both Iberian Kingdoms, he has been an absent ruler in Portugal. There are certainly dukes and nobles who wanted greater ties with Spain to widen their interests, but a equal proportion are against the Union, citing they don't want a foreign king - absurd, since two hundred years ago Porto has been as foreign to Toledo as Barcelona.
You, Henrique Alvares Pereira, more commonly referred to as Henry, was certainly in the pro-independence camp. You smuggled yourself out from Lagos, where your namesake Infante Henrique, o Navegador used as his base.
You sailed to the Azores, eventually equipped yourself with 150 Settlers, 100 male and 50 female, food, tools, and some weapon to make up the Journey. From there, you sailed west until you hit land.
At a glance, you see a broadleaf forest. You feel this place is good enough, and immediately order all able-bodied person to start building a storehouse, knowing you don't want to store everything on your top deck.
You counted the numbers still alive: 85 men and 41 women.
The storehouse is completed within a week, which is rudimentary, but serviceable. Now it is time for more serious planning for the coming month...

You have absolutely no control upon what will arrive from Europe, unless you specifically asked for it, and given he can pay for it, or it is available in Europe if at all.
Being Portuguese is both a challenge and advantage.
You have to follow Spanish foreign policy, and Spain will impose an embargo soon enough if your colony grows enough to even threaten the king's possessions a little bit, unless you become more Spanish. Weapons are hard to get, for fear of a Portuguese revolution.
However, as England hates Spain and loves Portugal, Unless Portugal is fighting a war of Independence (which they will help you openly), Privateers will likely help you at times of peace. This is especially helpful if you want something very hard to get (modern weaponry, for example).
