Reverse burrows?

So, burrows can be used to assign dwarves to a particular area that the dwarf will more or less try to obey while working unless (as I've found out the hard way) he's starving.

What about a reverse burrow? Is it possible to do? Meaning to set up an area that will exclude the dwarves on the list, so that they try not never be in that area if they can help it?

No, I don't believe there's any way to do something like that.
You can use a restricted path to make dwarves more likely to avoid areas while pathing from place to place, but it wn't stop jobs from being generated in the restricted area.

You could make a burrow that included everything but the area you don't want dwarves to go into, then assign them to the burrow. That won't stop them from going through the area if it's a faster way to get where they want to go, though, so combining this with restricted traffic areas is better. It will stop jobs from being generated in the restricted area, however.

You seem to be misunderstanding what burrows do.  Burrows do not affect movement of a dwarf at all.  Burrows control what jobs a dwarf can do and what items a dwarf can use.  Items, building, animals, and activity zones outside the burrow are forbidden to a dwarf assigned to the burrow, but the dwarf can still walk wherever they like.  A 'reverse burrow' would cause items inside the forbidden area to be unusable to a dwarf, but that dwarf would have no restriction on walking through the forbidden area.  To make dwarves avoid an area unless they have no other path, use traffic restrictions.
