If it's leftover from butchering, it probably can't be woven.  Your hospital might be able to use it for suturing.

It can be spun into thread at a farmers workshop. It might take a lot of hair to make a little thread. Hair is also produced by shearing. Sheep and Llamas/Alpacas are good for this. Shearing is also done at a farmers workshop. Pastures may interfere with moving animals to be sheared. Yarn seems not to work properly in a loom in as much as it doesnt get turned into cloth, but it makes a great rsource for stocking a hospital for sutures.
