There's 3 ways.

The first way is to attempt to connect the lever to everything and find things that it cannot be set to be connected to. It's already connected to the things that it can't be connected to again. This isn't quite satisfactory, since it's quite easy to miss things going down the list when it's possible that there's hundreds or thousands of things that it can be connected to and only 1 or 2 that it can't, especially since it won't zoom to things that it can't be connected to.

The second way is to check everything that it might be connected to's state, pull the lever, and then see what's state changed. This isn't really satisfactory, either, because sometimes triggering levers randomly is truly disastrous, for instance if you foolishly awesomely built an end-of-the-world switch.

The third way requires some pre-planning. Whenever you make a lever, also make a (N)ote over it that describes its purpose. Then, when you want to tell what a lever does, check the note. This is, by far, the best way of identifying what mysterious levers do, but not exactly helpful if you built a lever some time ago, didn't label it, and then forgot what it did.
