I fear this'll continue for a long time without needing replacements, but I can always hope:

Name (First, Last):  Shakerag Street
Body (skin color, weight, etc): Take the "Hiker" NPC from Pokemon.  That, but less spherical and more just stocky
Hair: Brown.  Long enough to comb, not long enough to hang.  Receding at temples.
Face: 7-day shadow.  Whatever makes me look tired/disenchanted.
Clothes:  Cargo shorts, plain and baggy shirt.  Other outfits follow plain-baggy-modest guidelines.
Traits: Heavy Sleeper, Natural Cook, Neurotic, Vegetarian, Absent-Minded
Lifetime Wish: Five-Star Chef, I suppose.
Other: Likes Blue, Stir-Fry, and Electronica

Here is mine:

Name (First, Last): Henrik Henriksson
Body (skin color, weight, etc): Big, muscles. Bear mode.
Hair: Big viking beard. Lots of hair. Wild viking style.
Face: Gnarly with strong, sharp features.
Clothes: Viking, outdoors, kilt, bare chested, lumberjack shirts whatever you think fits the character.
Traits: Adventurous, Brave, Hot-Headed, Inappropriate and then either Loves the Outdoors or Good Sense of Humor.
Lifetime Wish: Great Explorer
Other: Just think a big burly Norse come to the show adventurous power of the north that drove the vikings all the corners of earth. Beware the hot blood his berserker heritage gives him tough!  Vikings! Norway! Rape and plunder!

If you feel like it build a small wilderness with with cliffs and a tiny pond in the backyard and let him sleep there in a sleeping bag or tent or something. But only if you choose the Loves the Outdoors trait. If you do not build such a thing then let him have a Good Sense of Humor instead or some other positive social trait. Think loud joking beer drinking bear man.

By the way; would it be possible for you to make the character waiting to be added and put them in other houses until it becomes their turn so the current sims can meet and interact with them now and then? So they are background characters wandering the town until they get added to the hause?

Oh, maybe giving him a Good Sense of Humor trait would be better than outdoors guys since him living the backyard might mean he never interact with others? Your choice. If you feel changing some other trait would allow more fun go ahead, its fine with me.

I also just noticed your username clause.

Maybe his name should be something Henrik Hostergaard? Maybe not nordic enough? Magnus Hostergaard?

I've seriously considered adding people into the "background", but then it would be difficult to move them in once someone fulfills their lifetime wish and moves out. (Actually, that'll be pretty easy. I was just being a derp about it.) Anyone who wants to be a townie, let me know.

Its a lot of fun coming up with other characters too. Like a charismatic spy (life time wish) that is also a kleptomanic coward who is gone completly neurotic in fear that people might discover his dark fearful side.

Or a a brazen lady I call Gertrud, a big fat matrone in a ridiculous hat who is a social butterfly and party animal who tends to be dramatic and inappropriate. She is a hopeless romantic and dreams of being a famous actor who can socialize with everyone.

Then we have Herman "Fo Shizzle" Gunter. A weak chinned thin white teenager who fancy himself quite the gangster rapper. A hot headed, mean spirited and rebellious loser who somehow have a affinity for music.

Now that I think about it, they make quite a family.
