Hhhhm, I would leave that up to the characters, if the winner isn't the rebellious type, go on to the next, if he/she is then go onto revolution in logical manner, possibly having the next Game's while the revolution is forming, or do it book style

I agree, this sounds like the best plan. But Katniss wasn't that rebellious, she was mostly just foucsed on survival and protecting the ones she loved and didn't really care about the rebellion.
