Would it be possible to make it a cavern based tree? Then you could get into the interesting point of being able to farm metals. Certainly placing it in the third layer cavern would ensure that it remains difficult to harvest for any major war effort, likewise, the ability to produce a renewable metal would mean that training metal-smiths would actually be a reasonable effort.

Yes, they can be made into cavern trees.  For that matter, cavern bushes could give the same thing.  This is one area where raw modding can be very fun.

Edit - Or just up the number of logs required to make a bar.(I test embarked and there were way too many trees for it to be such a good material
