As do I.  After my first run-through, I never took it again.  It just never worked, for precisely the reasons already outlined.

This is why I like Training Roulette. I finally have an excuse to use the categorically inferior skills. I've come to revise my views on a few of them because of that (the alternative to Close Combat Specialist that gives you an actionless shot within four tiles of an enemy is interesting, though I can't really beat CCS's potential for creating moments of extreme panic).

Isn't CCS the one that gives that?

CCS gives you an automatic reaction shot that triggers when an enemy (let's be realistic here, enemy means Chryssalid) closes within four tiles of the solider. Close and Personal (the name of the aforementioned ability) allows you to fire on an enemy without spending an action if you are within four tiles of it. That doesn't sound all that different, but it is.

Enemy could also mean Berserker. I had a lot of success with luring berserkers into easy scatter laser/alloy cannon range and getting a free shot on them from CCS triggering. Best part is that CCS doesn't make the berserker move towards the assault.

Is that new with EW?  I remember the old one as +1 crit damage for each enemy the squad can see.

Both are awesome in different ways.

My support with CCS has been instrumental in killing quite a few enemies, especially Chryssalids and Berzerkers but also the occasional floater and other random alien running around to try and flank someone.

Close and Personal makes for an amazing Stun combo. You can run up, shoot an alien point blank with your gun/pistol, and then stun them. Or run away again if you miss and the stun has a low chance of success. Also really nice with rapid shot for getting three shots off on an alien in one turn.  At close range, of course, so there is a good chance all three will hit.

Can the shot be rapid fire?

Yes, it just can't be Run and Gun.

Speaking of Training Roulette, I suppose a Sniper with Rapid Reaction and Opportunist might actually be a decent combination?

Sentinel would still be much better, but yeah it could be pretty good.

So now assaults can fire 4 shots per turn in vanilla.  Wow.

In a related question, why did they get rid of the perk that one replaces, yet leave in Flush and Rapid Reactions?  Two of the worst skills in the game that are supposed to be a contest compared to two of the best skills in the game.  At least they nerfed HEAT.

I had a 4 shot situation once in EU.

I can't quite remember it, but it went something like this:

Berserker. Assault double shot at close range. Berserker uses intimidate and assault Panics. Assault shoots it as the Berserker moves, because of CCS, and then uses panic to shoot at it and kill it.

Okay, I know something is  off there, notably the chronology of the panic, but it was a looooong time ago, and I can barely remember it.

Every dwarf, every dwarven man, women, and child, that comes to our forts will die there; it's truly sad when you think about it. And we ask our selves, why? Why do we push forward, knowing this fate, that we are destined for failure? Because, this game grasps the concept of mortality. Some games you can never lose, but we all stop eventually, causing a 'death' to those game's 'worlds'. Dwarf Fortress gives us a definite end, knowing that we will leave that world eventually, and move on to more.

He could have triggered intimidate twice, once with double shot and once again with CCS, and that second one made him panic.
