What do you mean, here?
Presumeably, you start without the training school.

There's a way to start with the training school? o_O

I've always had to build it. And it's not like it's possible to even build it right away.

Wat. What difficulty are you playing on? Impossible?

I find it sad-stupid what the game will actually make you build

"Hey we need some way of modifing the equipment we already have"

"Uhhh... can't the engineering bay do that already? They make things from scratch couldn't they just modify?"

"No no no, that is stupid. You are stupid! what we need is an entirely new building"

"Wait this seems vital. Why didn't we have this before?"

"Are you crazy? Why would we EVER need a place where we can modify our equipment to best fight a new alien threat?"

It's definitively built on Normal, and I've never played Classic/Impossible, so that would explain everything.

It's already built on Normal, unbuilt on Classic and Impossible.

Why? So you can do the base assault immediately and make everything harder? :P

Like, really, don't even try capturing them until you've got sniper colonels.

Really? I've never found outsiders all that difficult to deal with, particularly as you can usually take out all the rest of the aliens before triggering them. Can usually manage to capture the second or third one to show up, so the key can be built as a panic button to avoid loosing countries.

I intentionally tanked my first, well second, Outsider to gaurentee its capture. How did this thing manage to solo your entire team?

Everybody seems to have one enemy they have terrible luck with that nobody understands.  This game is cruel like that.

In classic or above they can 1-shot your d00ds early on.
