Should I move my animals inside my fortress during winter?

The region I'm in has snow storms and all the water freezes over during Winter.

Should I move all my animals inside during Winter? can they die if left outside in the cold?

I have a lot of rooms with fungus and other gross-ish stuff on the ground.

No point. Unless you want them to be safer indoors from Gobbos and the like.

If the temperature is cold enough to kill animals outside during the winter, water will never thaw. So, if you ever have liquid water on your map, it's safe to leave animals outside.

Actually, the reverse is also true; anywhere where it's hot enough to damage things is hot enough that water will near-instantly evaporate, so, again, if you ever have liquid water on your map, pretty much no matter how briefly, it's safe to leave animals outside.

The temperature is never cold enough to kill animals. I've tried this with a -1000 world. Nothing. 1000 on the other hand, near instant vaporization.

The cold generally doesn't bother them.  And they need to stay outside to eat if they're grazers, otherwise they starve (poultry and carnivores can be kept inside).  If you've got moss growing inside, bring the grazers in and pasture them over some mossy rooms so they can eat.  It's better to keep them inside where they can be safe because otherwise goblins will slaughter them.

The obvious solution would to be not to pasture your animals outside for no apparent reason >_<

The only issue I had with keeping my animals outside during the winter (specifically during snowstorms) was that they starved to death since they apparently wouldn't eat the snow covered grass. I might be wrong, and someone else would have to test it to verify.

Clearly you have never seen frostbite in Dwarf Fortress, which sets in at about -68°F/-56°C ([COLDDAM_POINT:9900]). It's quite rare in the current version, but it is possible.
