I do believe one smaller continent, the homeland, separated from a far larger one, the would be colonies, with a few islands in between whose control'd be extremely important (an expedition is far more likely to work out if it has an outpost to stop at in the way), would suffice.

Maybe have land on the homeland produce more funds than the colonies as well.

Or rather, simply make it far more developed initially. Colonies should be able to pick up the slack, but cannot hope to match the allure of an already developed metropolis.

Yeah, land on the homelands would give you a supply of tax money while colonies won't be able to be taxed so you can only impose a tariff on exported and imported goods. Would make it so that you still can war over countries in the homeland and not just rush out and start colonies.

Yes, this is totally from EU3 but I figure it could work well in this game.

That is the whole point. Most importantly, you shouldn't be able to pick up if you simply abandon your metropolis. Hauling even a tenth of your population overseas at once is impossible and without support, your colony would take forever to grow.

Also, rather than pay for the colony, I'd suggest having to haul supplies overseas until it becomes self-sufficient. It might turn profit even while dependant if it produces something specially valuable though. Also, that'd prevent a player from simply rushing forward and mass colonizing, as that'd leave him severely weakened back at the mainland, and the colonies cannot be instantly relied on by themselves right off the bat.

Colonies have a base income in the form of tariffs. As the colony grows, so does the base amount. If you research Colonial Administration, the management costs go down. At least that's what I was planning on doing.

Oh, and I haven't yet figured out how to 'level up' a colony/homeland yet...

Have it be based, initially, on imports. Once it hits a given level switch it to the same scheme as the homeland (aka. local growth over time, modified by infrastructure, becomes possible).

Well after a set amount of time the colony/homeland will increase in population which could be a "level up". Colonies would take longer to "level up" unless you spend a lot of money on them, while homelands are generally easier to "level up" but the benefits could be less than what you would gain from a colony.
