Well, blowing up civilians could negatively impact funding but Best idea ever. Wait til you get blaster bombs. And tanks with blaster bombs.

On the subject of strategy do we have a stock pile of electro-flares for night missions, as with out them night missions are practically imposable, also on the subject of blowing any thing up for the price of selling ONE plasma rifle taken from an alien we can buy more than a HUNDRED heavy rockets so yes it is very affordable.

Eh, why use electro-flares when you can just use incendiary auto-cannon rounds.

Fire makes a pretty good flare.  8)

Agreed. I'm bringing a bag of marshmallows with me while at it. Speaking of which, we'll also have alien roasts on the battlefield.

I love doing auto shots with the AC.  They're main weapon I use in like 75% of my troops (along with stun rods in the spare hand for everyone) until those uber laser rifles exist.  You aren't as penalized about that shitty accuracy in Rookies.

You can set the weaker aliens on fire and panic them, I think. It also really hurts their stamina. However, for the most part, no incendiary doesn't do that much direct killing. Laser rifles/heavy plasma are the go-to standard in alien assassinations.
