1: Hydras should grow more heads once one has been removed
2: They should eventually die of lack of blood pressure to the brains
3: A hydra as the mayor would suck because you would be wasting valuable meat, bones and pet value when he inevitably gets forced to suffer an unforunate accident.

What if one head rips off another...will it grow into two heads as like minded as the head removed? Will that mean a vast political coup to tear off all of it's heads until only the like minded are left...and then dies as it doesn't have enough blood or hearts to feed it's heads. A triumph of stupidity over common sense! Just like Government

Wait, theoretically the more heads if wired properly could dramatically increase blood pressure...

Increasing oxygen flow...

Meaning the hydra would have to breathe more....

Made possible by elephant sized lungs and multiple heads.....

DIS IS GOOD WEPONS
(Watch out for fountains of blood in the likely scenario one of the heads are chopped off).

More blood vessels in a larger conduit allows for a higher possible blood pressure, increasing the blood flow.
(Compare fish to mammals).

more blood vessels, a heart that isn't growing any bigger and we have yet to establish if blood volume increases in proportion with the addition of said vessels. But the heart would need to increase in size too. Assuming the heart increases in size to cope and more blood is created, then well maybe. Of course it would need rapid application of sterile water via invitro do pump up the levels of blood plasma...
