Up stairs bug in .33b?

For some reason I am having a hard time creating new up stairs in my new fort under 33b.  I have the ground level and the one below connected with 2 up/down stair pairs but it refuses to let me have any more up stairs, ramps or up/down stairs, whether on the G or G-1 level.  I issue the order, the green blinking pl;us appears but it doesn't drop a stair icon on enter.

Even more confusing, I managed to dig a one tile stair running for 6 levels up the nearby cliff face.

Duh, never mind.  I was trying to dig stairs in empty space when I should have been constructingthem.
