"Treasurer has mandated construction" but no m

I got a message that my treasurer had mandated construction of something.  However, no mandate is listed in his profile, and the noble screen doesn't show him as mandating anything.

It's hard to say without more information.  Can you find the exact message in your game log txt file?  You can probably find it with a text search for "treasurer" or something.
