So there. For a god of magic i am starting off slowly. I have my IC reasons explained. But not to worry, I will be a subtle character. also, its hard to have a pantheon without me.

Really I'm unstable?  So far I've freed 1 slave, and then I watched you flood most of "my" clan.

Jilganheim is the god of chaos. His actions might not be too special, but his energy is. While the other gods draw their power from elements or ideas, Jilganheim is purely random - his own essence is sheer anarchy. You can notice that from far away.

Why do I have an odd urge to get Katia Managan from Prequel to somehow get involved? Cos... That would be cool. For me. Dunno why.

Lots of base three/nine/twenty-seven stuff. Possibly stone circles.

Powers of three are special. That's a thing. And a good calendar gets you half way to agriculture. Although really semi-nomadic tribes would be best for the steppe. Still, there can be big cities on the rivers. And ports by the sea.

Also, thinking Tokzoku for the name of the descendants of the lizard clan. And lo, they shall rule all of the Eastern Steppes, from where the mountains meet the sea in the north, to where the sea meets the mountains in the south.

We already have the frame work for most of it, along with 2 named months (and one not named for some reason).

All I know is wolfsky is june/julyish and hound's night is october/decemberish

If you want agriculture you need 3 things:
Domesticated or easily harvestable plant
River with lot of fertile land
Basic Calendar

Those settled alongide rivers should have a headstart in agriculture of sorts (think mesopotamia or egypt.)

It wouldn't be subjugation. There isn't enough social cohesion without agriculture to really subjugate someone. It'll just be a merging of cultures, if it works.
