Fortification/pathfinding bug?

The setup:

# = wall, F = fortification, G = goblins and D = marksdwarves.  They all had ammo, and a clear line of sight, but they did not fire a single shot.  Both sides just sorta... stood there, until I unlocked doors.

I've had this happen too.  I'll set up a room and build cages containing the gobbos I've captured.  I station the marksdwarves in the next room over, with fortifications in the wall between, lock the door to the cage room and release the gobbos.  The dwarves won't start firing until I unlock the door, unpause, pause, relock the door, unpause.

I think it's an issue with pathing, for some reason.  In the past I've noticed that if a dwarf can't find some path to the target, they won't fire.

This seems to be similar to a problem in the old 2D version. If there is no creature (eg. war dog) on the other side of the fortification, they don't actually "see" their targets. Or at least the war dog was a hypothesized solution, I don't remember if there was any definitive cause.
