I notice in the new version that my dwarves are a bit better about storing their old clothing in their cabinets instead of just wearing everything like a bunch of hoboes. However, while I see plenty of coats and pants at the xwornx stage being discarded and stowed, I do not see a single Xbadly wornX or XXtatteredXX object in any cabinets anywhere, and all my dwarves from the first few years still seem to have full sets of badly tattered clothing. So, while in the old version, old dwarves would tend to have:

A shiny new coat
xA worn coatx
XA badly worn coatX
XXA tattered coatXX

In the new version it looks like most of my dwarves tend to now have:

A shiny new coat
XA badly worn coatX
XXA tattered coatXX

and a worn coat or two in the closet.

It seems odd that they'll go hang up worn clothing but never ever ever hang up any really worn stuff. I assume it's a bug, or at the very least a significant oversight.
