Okay, okay. Gonna melt the elves.
Kobolds are my bros and hoes, (Kobold Cave FTW!) so I'll just let them wander around in skimpy leather and lace.
The only plant I've ever added to Dwarf Fortress is wormwood.

I hope you all know what that means.
Did they ever feel the urge to draw surreal art and cut off ears?

Actually there was a fell mood...

Many Dwarves became deaf that day...

I've never played Saints Row, but I feel I may know what kind of atmosphere you're going for. Allow me to assist you with this most admirable endeavor:

Give your most prominent nobles the profession name of Pimp. Madam if they're female. Bonus points if you get them to wear fur coats.

Make lots of precious coins to fill your throne room with.

Give all of your soldiers the profession name of Gangster.

You no longer have prisoners, you have tricks. Ensure you always refer to them as such.

Every member of your military must wear an article of clothing dyed whatever color you have chosen for your group. Failure to do this will severely impair your militia's ability to represent.

All of your fortress founders are now OG.

If your king/duke/baron/count/whatever noble has a wife, she is now his bitch, and no one is allowed to fuck with her.

If there are any rocky mountainsides around, make sure you tag them with engravings.

If you wanna get into modding, see if you can whip up some wieldable gem encrusted canes for your nobles. I'm not sure if grills would be possible, though...

Now let's all cross our fingers and hope I don't get muted for this post.

Then there's my golden cage traps with nude elves to provide entertainment.

This is cruel and unusual punishment. Forcing dwarves to stare at those digusting hippies, while they smudge the beautiful craftdwarfship with their grimy little fingers.

I totally agree. Wooden cages would make more sense :P

What kind of sick dwarf would want to see nude hippies?

Kobolds, I'd understand, but elfs? Heretical, that's what it is.

You and I both know the Dwarves would justify it through the elves suffering.

Now please, the elves are dancing...

It adds challenge along with looking really pimp.

Purple for extra added authenticity.

This.  More than anything else, this.  Let those merchants and invaders know whose turf they are on.

If you wanna get into modding, see if you can whip up some wieldable gem encrusted canes for your nobles. I'm not sure if grills would be possible, though...

I just copied the 'mask' template in item_helm.txt, renamed to 'grill', changed material types to metal (like with helms) and added to the entity_default.txt for the dwarf civ.  I can go into arena and equip my dorfs with grills as head armor.

edit:  For realism you'd want to read up on the wiki and learn up on armor sizes and coverages and permits and all that to make them a little more realistic.  For more style, leave them roughly the same armor level as a mask, on account of you get rep bonuses for going into battle wearing your grill.

Bonus points if you make all yours out of gold and encrust them with jewels.

Extra bonus points if you allow leather grills and equip all your military with FB Leather grills encrusted with diamonds...

I added Penetrators as weapons for the Dwarves. I truly wonder what the Goblins will think of that.

well, I suppose it's better than an "enormous rubber corkscrew" that "menaces with iron spikes", "encrusted in bands of yellow diamond", and "bears an image of gobbo the goblin. Gobbo the goblin is being violated by the enormous rubber corkscrew. The artwork relates to the violation of gobbo the goblin with a giant rubber corkscrew by the purple hoodie warriors in the spring of 100."
