demands not met not causing agony

OK, my dungeon master is demanding an electrum chest in his bedroom.  That's fine, he's electrum dood.  Except I have no gold, so I can't make electrum.  So, failed production order, followed by punishment, right?  Nope.

Weird stuff.

demands never cause punishments, just sad thoughts for the dwarf if they don't get met.

only mandates cause punishments.
