Rigos entered the hall quietly, He was not one for grand introduction. He just stopped to ask the guards where Ssalosin is. He entered and was surprised to see Aeverys, He had heard that she had went off for a voyage and was not due to return for a long, long time.

"...Hello. It seems like like old time all over again."

Aeverys favored the man with a cold smile. Their history was...complicated. They were rivals most often, grudging friends other times-the few times they marched in the same armies, or even on opposite ones, they often drank together and shared war stories.

"Suprised to see me, Rigo? I suppose you might not have heard what happened to my flagship, or expected to see me again in any case.

Ahh, but I suppose you came here for the same reason-Father is dead, and opportunity abounds, especially for people like you and me. We're going to need warriors soon. House Ssalosin has become weak, filled with politicians and playwrights, feckless courtiers, godless technologists... A strong hand will be needed to keep our enemies from taking advantage of our time of weakness, don't you think? "

Of the many people she had suspected of sabotaging her flagship, Rigo was one high on the list. If he had come to try and establish dominance over the House Army, he would be sadly mistaken. She supposed it would be quite amusing to have him serve her for a time-at least until he proved faithless, or got in her way.

OOC: The House is  moderate and from what I have seen Aeverys is pretty devout.

Rigos returned the smile slightly and bowed his head, then quicky brought his head up knowing Aeverys history with exposed necks. The old soldier had known Aeverys practically since she was a child, watching her bicker with her brother over toys and then seeing her enter the battlefield at her side.

It is most curious seeing you again Aeverys. I had heard you had taken your honor guard and flagship off world. By my estimation that shipwright had already ended his life all things and history considered. But yes, I am here for that reason you had stated. I watched your Father build up this house and I have been disgusted of what has happened to this world. Too much politics too many concessions and word mincing...

His prostetic curls into a tight fist and trembles but Rigos catches himself and relaxes again

We have to gain the trust of the people. We cannot go about crusading on the Xeno tribes if we can hardly travel within our own domains. If anything I think we should put a few regiments of militia and serfs to work improving the infrastructure. We hardly have the coffers to put any laborers to work and if we attempted conscription we would have more cross hairs on us...That is merely my thought.

OOC:Ghazkull what is Imperial Weaponry? What tech levels do nobles have available to themselves?

I believe tech level is like the previous game, Medieval era tech with your House researching new technology. There would ( By my guess) be more advanced technology scattered around.

Really? I thought kind of a (dwindling) stockpile of Imperial tech with no real means of producing any currently. But otherwise outside of our little bubble of technology everything is medieval. Kind of like a feudal world in 40k

Your capital will be more advanced than the rest, and I am pretty sure you start out with some advanced soldiers, but you can't really produce anymore until later. (Note all of this is either speculation, or taking what I know from the previous game (Mostly the second one))

@ Ghazkull - Can I play as a leader of a small group of Technologists on the planet ?

"Yes, we should get two Regiments to work on infrastructure, and the rest to re-establish law. Aeverys, you shall be in command of the battle-force, an if you need any Power Armored soldiers, just ask. Rigo, begin work on infrastructure. As for helicopters... that shall assist us in our conquest.

(OOC: What kind of Power Armor? A massive mech suit, a Fallout style, or Halo style?)

(((ok lets see....

Imperial Weaponry is basically pre downfall weaponry: Think 40k Imperial Guard Weapons and Armor.
Power Armors are pretty much you decision, go crazy on how they are used what training they need, what they can withstand and so on...( just remember: the bigger they are, the more training and research and building time is needed)
Concerning the Technology Level:
Quote

this pretty much fits the bill

ah yes nope sorry Adwarf, the Technologists are only a sect on the homeworld of your planet, as all Noble Houses currently haven't any means for Inter_system Travel i doubt that that belief had spread from Argonia...)))

Rigo

You gather together two of the Serf Regiments, which eagerly start improving the infrastructure...

Started Project: Paved Roads (increase stability, welfare and opens new trading possibilities) ETA: 1 Year

Aeverys

You gather what has remained from the Once Glorious House Military of Nova: 3 Regiments of Serfs, Conscripts which are armed with medieval weaponry, in bad training and bad morale. After scouring Delta 17 for security forces, guardsmen and what else was armed in the small City State, you manage to come up with a halfway trained force of two Militia Regiments, armed with Prefall weaponry and some decent armor.

Research

The few Scientists, sages and men with knowledge of prefall technology immediately begin to go through all the databanks that remain. Some of the Engineers can bring in some basic knowledge of Aerodynamics and one of the Scientists could procure and Old History Book about Flight. It is not much but it is a beginning.

They however complain about the lack of resources to build proper prototypes. With the scrap metal all around the District they could try and piece together something shoddy but to build something properly they need real supplies of metal, they need Foundries, Fuel and Electronic Parts. You could divert some Cashflow to either get these through the establishment of your own mines or by buying it from the Church. Another possibility would be to use some more of you men to scavenge the ruins in and around Delta 17...

Theoretical Flight, Aerodynamics ETA: 1 year
Helicopters ETA: on hold (lack of resources)

Another meeting, another day...

"Brother, what mines we know of, are likely infested with enemies, and will no doubt be set upon by raiders when we begin construction-I suggest as a show of force, was establish a small military base... "

Aeverys pointed to several spots on a Holographic map.

"...here, here and here. Ideal spots to intercept any hostile forces who seek to delay our construction, or attack our miners. Our banners will fly once again-a challenge to all who would defy us.

Also, I think you should consider a loan of money from the church. We need allies, brother-and Faith is a strong one. It can bring us power...and the respect of the people. If you show me you are willing to make a deal in good faith, I can talk to them. They will listen to me."

Action: Argue for military outposts to defend our mines
Try to obtain monetary support from the Church

Edit: OOC/@Kestrel: Also, unless you roleplay better I'm going to assassinate you. :P

"Yes, yes. I like your idea, sister. Maybe I shall send some of my Power Armor soldiers to clear out these mines, Show that we are not to be trifled with. As for loadning money from the church, what shall we provide back? But I shall listen to your reasoning. Go ahead with construction and loans."

Re: House of the Rising Suns 2 Turn 2: Mining Colonies (1 Noble Place Open)

Aeverys

Taking the house military you roam through the unclaimed lands to find a suitable place for the mines. [5] After some weeks of search you make out signs of habitation and as you approach you stumble upon a Mining Town. They still posses Prefall Mining Technology and they are mining rich veins of various metals and even Gems. You truly must be lucky! [4] The Supervisor of the Mining operation tells you that they once worked for House Nova but somehow contact broke and they had to fend for themselves for almost 75 years. [3] going through all the old archives of the Mining Installation you find maps of several towns, villages and homestead scattered in the surrounding areas. All in all the new aquired population propably numbers in the 5 Millions at about Industrial Age technology.

gained Mine (Gems, Metal)
     gained 5 units of Population
     increased planetary control to 1%

Rigo

Your Militia units finish the new Paved Roads and even connect them to the Mining Colonies, allowing some transports of all kinds (some hover-trucks,a bunch of normal trucks but mostly horse drawn carts)

Project Paved Roads complete
    increased stability

Research

Your Researchers report a breakthrough! You have rediscovered the technology of flight! They present you with a whole bunch of new opportunities. Of Bombers, Fighter Planes and they can even provide you with functioning Helicopters as soon as they get Electronic Parts and fuel and a proper foundry. Up to now they can only provide you with some basic blueprints and a metal prototype which could be made functioning as soon as they are provided with the necessary parts.

Aerodynamics complete
Bomber Designs available
Fighter Designs available
Helicopter Technology still on hold (90%)

External Affairs

It takes nearly a week of continued messaging to finally establish a somewhat stable contact with the Church. They promise monetary support and the favour of the Pancreator if you agree to a Crusade against the Xenos tribes.

Church Contact established
