1. Provide for a suitable, if late, gift for the newly married; preferentially a set of two ornate high-end wireblades.
2. Appoint officers to the various units, promotion being based on merit.
3. Place all military units under rigorous training.
4. Issue  up-to-date equipment to all regiments who still rely on medieval weaponry. Have all of them them adequately armored.
5. To go with Aeverys newly created Constituition, divide the House's territory in manageable provinces and appoint outstanding minor nobles and community leaders as governors. They shall act as administrators, receiving a generous salary and befitting privileges, but won't be entitled to a fraction of the provincial taxes.
6. Provide all standing forces with additional rations (1,5x) and a one time pay bonus (1,25x for this turn) as in to improve morale.
7. Create an State-sponsored intelligence service, to be raised exclusively out of House retainers; they should not have afillations to any organization other than Nova proper.

Avery's toyed with her new gift-a late wedding present from Azthor Nova. It was a fancy thing-not terribly useful in combat. But very pretty. She leaned sideways is Roim's lap, in front of a stoked fireplace.

Roim was looking at his gifted wireblade, as if it would break in his massive hand.

"...All in all, I prefer my own." The King said, patting the wireblade on his hip-that one was almost six feet long, with a reinforced cross-guard. Avery's was slim and sleek, with a curved edge-both showed signs of long years use, with the distinctive notches carved into the leather grip, indication of their respective victories in duels.

Roim had 12, Avery's 7.

"He could have sent another cake, love." Avery's responded, smiling. "At least he's got the right idea. We'll meet him tomorrow. I think he has some skill managing books and things. We could always use another book keeper."

Roim scratched his beard, frowning.

"It seems we get more of your intermittent family members coming out of the muck every day, Averys. How many of these leeches are we going to let suckle at our necks?"

Avery's shrugged, running a hand over Roims chest.

"They're useful, for now. When the time comes, we'll remove them. For now, I'd prefer the Devils I know...versus the Devils I don't." She said, a suggestive lilt in her voice. Avery's had grown accustomed to deflecting her husbands aggressive tendencies deftly.

Roim raised an eyebrow, grinning.

"That sort of talk might be considered Heretical, revered Lady." He said, in mock seriousness.

Avery's winked back. "Oh, I've got a Devil enough right here, I think...perhaps tonight, some sinning may be in order?"

...

Action: Invite Azthor into House Nova, install him as sub-commander of the military.

@Azthor: We should probably RP your coming into the house, via throne room. :P

House Nova



Aeverys

You start to disband Roims massive army in order to keep the coffers from collapsing. The resulting massive army of jobless soldiers is being dealt with creat care. The Bulk of the army is turned into local police forces and in unison with their former officers which are now granted governorships, minor noble titles etc., you start to convert the army into a law and order apparatus. Although it works well you have to pay for former debts, proper infrastructures and so on, after all a guard wants to eat, sleep and has a family. Somehow also some money gets lost on the way, your not exactly sure were it went but Malcador is pointing out that some of the new appointed nobles propably put something into their own pockets. The new increase of policing is met by unrest and disorder as peasants in unison with bandits revolt all over the country. The revolts are beat down bloodily and efficiently and many suspected of banditry are captured and brought to the Arenas.

Meanwhile the newly established guilds delight in the influx of new warriors, seeing as human slaves are illegal and thus a vast amount of gladiators are Xenos. Gladiator Schools begin to spring up alongside new Arenas all over the Country, the economic power of the Gladiator fights is trendemous. Alone in the Core Lands 3 large Gladiator Schools have been established and their fighters are renowned throughout the country. They pool their funds with yours to turn the mere wooden Arena into a massive Artistic Piece of Stone Masonry. Although smaller Arenas are established in the Reach none can compare with the mighty structure being currently raised in your Capital. The exotic Animal trade meanwhile is forgotten as the influx of Gladiators leads to whole battles being fought in the Arena and interest in it is lost.

Some of your jobless soldiers are repurposed for building efforts as paved roads are built throughout the empire. Although the Progress is swift the Reach is large and thus it willl propably take longer than anticipated to built roads through the whole of your Empire. The other matter is Sanitation. While the new roads are built Graveyards and Wells are on hold.

More money is used to establish new mines all over the country. Old Mines are recovered, repaired and put to use again.

In unison with Azthor a new unified law code is founded. The Nova Carta as it is called by some of the newly appointed judges,Nobles and officials guarantees basic law, freedom and security for every citizen of Nova Lands. the vast Reach is divided into smaller provinces, and former officers are appointed to noble positions. While law and order is established Aeverys and Roim travel to the largest towns and cities, showing that they are bringing the country forward and advertising the new law code and bringing the message to the people. Even more money is spent to establish Courts and Town Halls. To a great success: taxe income suddenly rises beyond anything seen before...

But to exterminate every single Church Official who wants more influence inside Nova Lands would be a laughably ridiculous task, as almost everybody would want to achieve that. Your attempts to recruit your own team of researchers are rather fruitless as most of the people in Aeverys lands are still severly undereducated. However Aeverys private Research Team is willing to help you with anything you need as they currently aren't occupied with anything else.


Azthor

As a former Leader of the House Military (back in the time were soldier's weren't thinking that Laser Cannons are magic machines) many of the older Officers and Generals recognise you as a experienced leader and you find that they quickly start to cooperate. Although it is an arduous and thankless task to promote the right people, you somehow manage to somewhat increase leadership efficiency a bit.(100 OO) Far more successfull however is your new training plan for the remaining military units. by employing Gladiators for mock battles and the one or other (certainly illegal) live fire action with Xeno Slaves you turn the Militia Units into proper Regular, if unbloodied Soldiers. Scavenging the Technologic vaults you find enough technologic scraps to outfit some of the units to pre-downfall standards and even Mechanize one Regiment.
Extra Rations and a payment bonus is handed out and met with a massive morale increase among the soldiers.

The establishment of a proper Intelligence Service however proves...difficult to say the least. You lack experienced spies and agents, a proper Spy Network, a Headquarter and official acknowledgment by Lady Aeverys. Maybe you should cooperate with Tavius to train your new secret Police?

Avery's and Roim say in the private skybox overlooking the new arena, talking...the pair would make speeches and announcements from the nearby balcony, but preferred the ease of their private area for watching the games in earnest-her engineers had even managed to rig up a radio that could broadcast the sounds from the arena directly to them.

They were watching a single Human gladiator face off against 5 Xenos-the classic grudge match, and he was 'holding his own' against superior numbers, the battle only being partially real.

"This is fairly entertaining." Roim said. "Less senseless killing than I would have imagined."

Avery's nodded. "It's business, Roim. Dead gladiators are a waste of money. Look, there-see how he falls-with just a hint of defiance, he surrenders to the horde.

For a moment the crowd goes quiet.

That man will be a fan favorite. Next week, he'll be back, and he'll be the underdog, fighting to regain his spot.

I'll credit the guild with that, at least. They know what they're doing."


Roim snorted. "Hmph. As long as they know their place. Have you seen the other ones, the Human Gladiators? Elaina la spada, La tartaruga verde...the crowd cheers as loud for them as they do us."

"Yes Surprising, isn't it? That a man or woman would choose to fight in these games of their own free will?"

"Hardly different than being a soldier, in a way. Except you get paid more."

The pair talked easily, enjoying the games...

They talked of troubles-the old blood Nobles were endlessly griping (they never really stopped), the bandits were still fighting back hard, and the police and security forces-the Nova Escudo-were demanding more laws and greater freedoms to combat them...a good number, would likely have violated the new constitution that had been signed merely weeks ago.

All in all, though-things were looking up. The birthing pains of the Nova Empire were being endured, Avery's thought...that brought more good thoughts. Roim was hungry for an heir-and so was she. While she had once disdained a child as a weakness, Averys found the reality of bearing was not so bad. She had not felt like this before.

Surely, Averys reasoned, she had reaped enough lives in the Pancreators name, that he would reward her with one of her own.

The pair waited silently, hand in hand, enjoying each others company-they might be getting visitors today...of many sorts.
