Off topic: Are new steam accounts eligible for game transfers and gifts? Or do I have to buy something on steam to activate it, then allow it to be eligible for gifts?

Games are eligible to be gifted if you buy them as a gift.

It is. My brother created a new account and was gifted an immediate gift with no purchases on it. It's other sites that limit you, not Steam itself.

I believe that you can recieve gifts on a new account, but that account is still not considered a 'full' steam account until at least one thing has been purchased from it.
