[38c] Mayor stuck outside with "Attend meeting"

I am running version 27_176_38c.  My mayor was outside with the job "Attend meeting" when goblins showed up.  I ordered all dwarves inside, and as soon as I did that he stopped in his tracks and wouldn't go anywhere.  Allowing dwarves to go outside lets him move again.  My mayor is also the squad leader of a group of soldiers, and I believe he was active at the time.

In order to get him unstuck, I tried replacing him as mayor, but this had no effect.  I have a video here, which starts after I already replaced him as mayor.  I also have a save available, which I can upload if this is an actual unreported, unfixed bug.

The only related known bug I could find is:

000225 ▪ (0.22.120.23b) [dwarf mode][standing orders]   dwarves were stuck outside when the standing order to stay inside is on

but that was fixed several versions ago.

As a related bug (I dunno if it's been reported), if the mayor is supposed to be in a meeting with someone, and they get arrested, the mayor never stops waiting for them to attend, and dies.

It's obviously not fixed, I've had this issue several times. The dwarves just absolutely refuse to walk to the nearest subterranean area.

@Emerald: Is the same guy also your manager?

I think a dwarf who is "unhappy about the lack of work last season" will attempt to talk to the manager. If the guy himself is the manager, that seems not to work.

[In my fort I gave the manager job to a dwarf who had just become unhappy about lack of work. The new guy then was on "attend meeting" and just stood there. When I assigned the manager job back to the old manager, they had a meeting and it worked again.]
