The solution to an excess of industrial materials and a shortage of manpower is to shift from constructing mainly infantry to ships, tanks, planes, e.t.c.

wow. Have you seen the map? germany seems almost dead. I think we need to worry about poland and greece. A lot.

Should be just enemy units, and I think it's just enemy vehicle units (tanks, TDs, mobile artillery, etc.)

I expect it would affect friendly units as well. Does the wiki state somewhere that it's only enemy units? Everything I read about them it just says that it slows tracked and wheeled units.

Guess that was just my interpretation based on the text for the mission to build one:

Right so I think, with a few more factory levels I should be able to put out a 200 Infantry production run a week, not that much but that's still a low strength unit.

I'm gonna hold off on any sort of mobilization though, no point really having infantry in the field if all they are doing is visiting the brothels of Bristol.

Conversely, I shall be mobilizing as many troops as possible to hopefully ward off any continental aggression. Actually, I should hand over Gibraltar to some level headed n00b and move to somewhere in Borneo.

You would have a better chance of holding onto Gibraltar than any land next to the Netherlands.

How do you give control of a regiment you own to someone else, or take control of a regiment you do not own?
I am in control of someone else's regiment and I'm not sure how
