In my latest fortress in a frozen climate I decided to give all my dwarves their own offices, but for some reason they eat their meals in there. The dining room worked perfectly until I added the offices and they are marked as offices. I even tried to break up the dining room into 8 private ones but they still eat in their office.

Are the offices higher quality than the dining rooms?

Meager office fine dining room. After I split the dining room it went down to just dining room. But that should still be above meager. Same low quality furniture but the dining room was engraved and the offices weren't even smoothed.

Right now they prefer eating in their own rooms.  Once you break them up, they should prefer the personal dining rooms.  There's a lot of code that tweaks the preferences, so any number of things could be going on, and it could also just be wrong.

And if they don't have tables next to those chairs they will get unhappy thoughts from it. I experienced something like your problem when my Dwarves started eating in dead nobles' offices instead of my legendary dining room.
