Problems with "outside"

I built a building over part of a brook, and when I look at the inside with 'k', it says that its inside, and light.  However, when I set the command to "Dwarfs cannot go outside," they refuse to go in the building.

"Dwarves stay inside" uses "Subteranean" ("Dark") and not "Outside" I believe.  They don't "stay inside" constructed above ground 'buildings' either.

This really needs to be fixed. I'd prefer to just have areas designatable as "inside", actually, rather than have it be automatic. Just because an area is underground doesn't mean it's safe.

And vice versa.
I had my first invsion on this one map and dwarves wouldn't use this bridge connecting my "main" fortress with the underground farms, food stockpiles, dining room and wells, despite the fact that there was a bridge above and walls to both sides (I completely encased the entire route so that nothing could screw with the dwarves there).

So maybe we should be able to toggle between "Soldiers/Dwarves can go:  Outside, Inside, Designated Areas Only" or something?

I'd rather just have a "Stick to designated areas" command and forgo the "Stay inside" command entirely.
