Governor was getting ready the tithes for the Administratum. Passing through a city he came upon an orphan that looked like him, and the egotistical bastard decided to adopt him and send him off to the Schola Progenium, intending for him to be educated enough to help him run the Emperor-forsaken world. Turns out he was relatively smart, and the Scholam instructors decided to make him into a commissar.

Part 1

>Study Leadership

After handing in your paperwork and thus ensuring that the Administratum can send you off to die with maximum efficiency, you decide to study up on leadership and inspiration. You're not failing the classes by any means, but it is definitely your weakest area of competency. Even as a Cadet, you will be responsible for the morale and perhaps even direct command of at least one squad. And with these PDF goons, they'll need help figuring out which end of the lasgun to hold.

You crack open your old textbook, finding a list of basic pointers for battlefield command.

Morale, Courage and Inspiration
The better trained a soldier, the less encouragement they will require. While a common militiaman will break at the first sign of trouble, a trained Guardsman will hold in all but the most terrifying conditions. This can be further compounded by having a commander that they know and trust, who they will follow into the Warp itself!

When faced with high casualties or overwhelming firepower, morale naturally falls. Seeing that their position is unsafe, troopers may think to retreat and save themselves. Do not let this happen!

The Litany of Courage is one of the oldest prayers of the Imperium. Recite it with a strong, clear voice and all loyal subjects of the Emperor will find themselves roused from their fears, ready to smite their enemies.

If the darkness seems overwhelming, it may be necessary to Inspire Courage by means of a more personal, directed speech. Knowing that their Commissar is directly invested in their welfare and success, even the most frightened trooper may find their bravery once more.

In the final hour, it may be that no amount of words can rescue them. In that case it is necessary to Execute a coward in front of his comrades. The realisation that death is more likely to come from fleeing that fighting is sure to bring back even the most determined fool.

That's essentially leadership. As the battle rages, your troops will want to run away. While your mere presence is often enough to keep them in line, it might be necessary to actively encourage them, one way or another.

It should be noted that as a Cadet you aren't really allowed to execute cowards. You'll have to ask for permission from their commanding officer or a superior Commissar.

In addition to simply out-fighting them and causing more casualties than they can bear, breaking the enemy can be assisted by special weapons. The withering suppressive fire of a heavy bolter or stubber can demoralise them, while the flamer can force them out of cover while they witness their compatriots burning alive.

Targeting their officer will also help, especially if you can kill him in a spectacular fashion. It helps get the idea across to the rest of them.

Of course, all traitors to the Imperium are at heart cowards. The mere presence of the Imperial Guard is often enough to send them running, while a Commissar will have them begging for mercy as they surrender en-mass.

Squad Tactics

The most common unit you will work with is a 10-person squad of Guardsmen or PDF. That's 9 grunts and a commander, probably a Sergeant.

Your typical Guardsman is armed with a lasgun, bayonet, a grenade or two, and possibly a laspistol or other sidearm. Their flak armour is sufficient to block most shrapnel, and can even block or blunt a direct hit by most small-arms. Each squad must also have someone qualified to operate a Vox and apply medical care. More experienced members may be given a special weapon such as a flamer or grenade launcher, or be formed into a heavy weapons team. The Sergeant might wield a sword and sidearm instead of a lasgun, to better lead or counter charges. Combined with their discipline and training, a Guardsman squad can hold or take any position.

Tactics

In short? Try and flank them, eliminate leaders and special weapons, stay in cover, and maintain morale.


Combat

As a Cadet, you may be armed with a laspistol and sword. Your peaked cap and greatcoat will mark you as a beacon of inspiration, and it will be your duty to be first in and last out. Dying last is also preferable. To that end, you are issued flak armour.

Your sword and training will give you an edge over most enemies in melee combat. Most traitors are incapable of defying a capable dueller, only able to take potshots from behind cover. Seeing your example, your followers will surely charge to victory.

The laspistol and lasgun are equally powerful, but the laspistol is somewhat less effective at range due to being fired one-handed. This is offset by the advantage of holding a weapon in the other hand, allowing greater versatility.

Should find some information on the mission next, I think.

Well, what information on the mission do we have? Are we being assigned to PDF (code name for "What the hell do you mean, there's an enemy? We've lost!") or regular Guard, in which case which unit are we serving with? Is it veteran or green, is it artillery, armoured, infantry, drop troops, or what?

Part 2

Mission Briefing
Theatre
Currently you are on the planet Calystia, a pleasant civilised world. Minos is its moon, a typical barren rock. Minos has been colonised somewhat, home to approximately 31,000 citizens, plus four companies of Calystia PDF. They inhabit the subterranean city-complex Handoria, primarily mining valuable minerals and exporting them planetside for processing. Most of the population are miners or related professions.

The past few days, Handoria has been in open revolt. They publicly announced their grievances, they included things such as unsafe working conditions, overwork, blah blah blah who cares? They're traitors. In what can only have been a well-coordinated strategy, rebels captured all important areas of the city, and overpowered any resistance.

Enemy Forces
The majority of the stationed PDF defected to join the traitors, but exact numbers are unavailable. It is safe to assume any loyalist elements are isolated, imprisoned or dead. They are supplemented by several thousand militia, armed with personal weaponry and repurposed mining equipment. They do not have access to heavy weaponry or armoured forces, but will have access to mining equipment such as trucks, mobile drills, and heavy industrial lasers.

Strategic Plan
Governor Kilian has expressed that this uprising should be put down with utmost speed, while avoiding damage to infrastructure and skilled labour. System Defense Force craft have already disabled all surface sensors and arrays, leaving the complex blind to any attacks. The attack plan is to assault Handoria at multiple points dispersed across the city, allowing the traitorous PDF to respond. While the majority of the defenders are distracted, shuttles will dock at what are believed to be the locations of the ruling rebel gang leaders. Sweeping through the unprepared miners, the elimination of the rebel leadership will be sure to leave the remaining forces in disarray.

Tactical Plan
The environment consists of enclosed halls and warehouses, so close urban combat is certain. Normally pressurised environments would mean a ban on weaponry that could cause an atmospheric breach, but the construction of the complex is such that las weaponry and small explosives will be safe.

Squad loadout is as normal. Special weapons may be requested by squad leaders.

Objectives
- Capture or kill enemy leadership
- Capture enemy intelligence
- Retrieve loyalist prisoners

Your Role
As a Cadet, you will oversee a squad taking part in the decapitation strike. In addition to ensuring the continued safety and security of Imperial interests on Minos, you will also be proving yourself capable of the office of Commissar.
