Retroactive export restrictions?

I'm not sure if this is a bug or intended, but one of my nobles put an export restriction on cave silk AFTER I'd already concluded my business (including tons of cave silk items) with the human caravan, but before they'd departed. None of the stuff was purple when I traded it, and frankly I didn't even see the mandate notice until I suddenly have a tantrumming Hoardmaster on my hands and 21 (yes, TWENTY ONE!!) new dwarves on the justice screen for violating an export restriction. Most just got jailtime, but I lost two honest, hardworking dwarves to hammerings, my legendary Siege Operator has been in bed for a year now resting up a mauled foot (again from a hammering), and my legendary Mason has been stricken by melancholy after being shut in jail for an extended period.

Freaking useless nobles.

I've had similar things happen. I've actually had some rather funny things caused by this as well, such as a noble demanding his own arrest because he hauled a now illegal item to the depot.

I usually immediately execute any noble who has a "like" for something that I commonly trade. I've even managed to get a few nobles that liked nothing, and they never made any mandates or restrictions at all.

Any noble that likes something hard to get or something that I commonly trade will be put in my incineration chamber and incinerated by lava. No body to bury, No messy cleanup, and you don't have his clothing cluttering the halls.

Yeah, I constructed a drowning chamber for the pesky hoardmaster shortly afterwards. As if liking cave spider silk wasn't bad enough, she mandated production of two Star Ruby items right after that !!! Way more trouble than her life is worth. Strangely enough, it seems was so busy throwing tantrums she forgot to eat; she starved to death all by herself...
