If we assume that the multiverse explanation of quantum mechanics is correct, then everything that is possible exists somewhere. Therefore, there exists particles in space, making the form of a hand, that just happen to be entangled with the atmosphere of a planet in the same universe known as earth. Thus, the hand's changes modify the atmosphere of the entangled planet, and change the weather.
